pretty neat, not sure why this hasn't been done before. Doesn't really seem that complex to build.

It has been done before. Notably, the 60mm movie Baraka had large sections filmed this way, only it was done at a time when they had to build their own camera as well as their own mounts and controllers. If you haven't seen it, I highly recommend watching it (preferably on Blu-Ray) to see where this sort of technology has gone, and where it may yet go on more reasonable budgets.
