Precession is the slow, continuous circular motion of the Earth's axis, the same as the slow turning of the axis of a spinning top. It completes one circuit every 26,000 years. Precession also means that the imaginary lines which define the equinoxes and solstices rotate around the plane of the Earth's orbit in the same period, rather like the moving spokes of a wheel. In 1998, the line of solstices passed across the plane of the galactic equator. This is nothing more than a momentary geometric curiosity of no physical consequence. This means that at every solstice, the Sun is close to the plane of the galactic equator, being at its closest in 1998, but moving farther away every year.
The 2012 cranks, in their desperation to 'prove' something unusual about 2012, have latched on to this sun-solstice-galactic equator 'alignment' on 21st December 2012, conveniently ignoring the fact that the alignment happens every year and becomes less and less precise every year. Then there is the fact that these 'alignments' mean absolutely nothing in real physical terms anyway.
Precession therefore doesn't 'start' or 'end' in 2012. It is a continuous process. Defining the 'end' of precession is rather like trying to point to the end of a circle.
